GSIA ORGANISES “GOA MSME AGENDA-2010”
In pursuit of GSIA’s aims and objectives to promote development and provide facilities for exchange of information and opinion of interest to MSMEs, GSIA organised a seminar on “GOA MSME AGENDA-2010” on 20th February at Hotel Taj Vivanta, Panaji. The seminar was inaugurated by Mr. Digambar Kamat, Chief Minister of Goa and addressed by Mr. H. S. Meena IAS, Jt. Development Commissioner, Ministry of MSME, Govt. of India, Mr. S.V.G. Nandagopal, CGM-SIDBI, Mr. Sanjit Rodrigues, Director, DITC, Mr. Anil Bhardwaj, Secretary General, FISME and others. The Officials from Government of Goa, Press & Media, Executive Members of GSIA, representatives from CII Goa, GCCI, EDC, Goa IDC, MSMED Margao, Presidents and Secretaries of various Industrial Estate Associations in Goa were present for the seminar.
MSME sector is an important sector of the Indian economy contributing to over 45% of industrial production and around 40% of the total exports. It is the single largest contributor in the manufacturing sector and second largest employment provider after Agriculture sector. There are 26 million MSMEs in India providing employment to 60 million people.
The seminar on “GOA MSME AGENDA -2010” gave an opportunity to all the stakeholders to come on the same platform and help exchange ideas to face the changing needs of competition and enhancing their capabilities. It benchmarked MSME sector in Goa vis-à-vis other States in India and highlighted the present scenario, future prospects and challenges in the next decade. The seminar also gave an insight of the various incentive schemes of the Central and State Government and financial schemes of SIDBI and others.
GSIA as the torch bearer of the MSMEs in Goa is coordinating with various agencies to strengthen the MSME sector in Goa and make it a vibrant constituent of the economic structure of the State of Goa. In the recent past there is a declining trend of industry in Goa. GSIA wants that Goa Government should provide adequate growth stimulus packages and necessary conditions for long term sustainability of MSME businesses.

BIO- INCUBATOR FACILITY IN GOA-MOU SIGNED
A Memorandum of Understanding (MoU) to set up Bio Incubator in Goa has been signed between Directorate of Industries, Trade and Commerce (DITC), Goa University (GU) and Goa State Industries Association (GSIA) on Tuesday the 10th February 2010 at Hotel Mandovi, Panaji Goa. Bio Incubator will be run by all the three parties having defined scope and obligations. The MoU was signed in the presence of the Chief Minister, Shri Digambar Kamat, by Mr. Sanjit Rodrigues, Director, Directorate of Industries, Trade & Commerce, Govt. of Goa, Mr. Mohan Sangodkar, Registrar, Goa University and Mr. Atul P. Naik, President, GSIA. Officials from Government of Goa, Goa University, Education Institutions, NIO, Press & Media, Executive Committee Members of GSIA were present for the function.
The purpose of the Bio Incubator is to provide an opportunity to prospective entrepreneurs to develop, test and process their ideas/projects at a laboratory level at reasonable cost. Bio Incubator will provide laboratory space and equipped labs for would be entrepreneurs/graduates to translate their research ideas into commercialisable technologies as well as for upgradation of existing technologies without risking huge investments on building and equipments.
Bio Incubator facility will be very useful for technically competent Small and Medium scale enterprises (SME’s) and entrepreneurial scientist technocrats. This will help the start up companies to tide over the financial crunch due to non availability of financial assistance at initial stage. Such a ready to use facility would expedite the technology development process as it would reduce the time and capital required for setting up of such testing facilities.
The Government of Goa has made a budgetary provision towards setting up of Bio Incubator in the State of Goa during the current year and the provision shall continue till the expiry of the MoU. The MoU shall be valid and effective initially for a period of 5 years from the time of execution and can be extended for a further period of 5 years at a time as may be agreed between the Parties.
The Bio Incubator facility will be set up on Goa University campus and GU will provide necessary space, material and technical human resources. DITC shall provide the required financial assistance and GSIA shall liaise with potential entrepreneurs,graduates, educational institutions engaged in Biotech fields, corporations and industries engaged in Biotech to maximize the use of Bio Incubator facilities in Goa.

LEAN MANUFACTURING COMPETITIVENESS SCHEME
Lean Manufacturing Competitiveness Scheme (LMCS) is implemented under National Manufacturing Competitiveness Programme for the benefit of MSME’s. The objective of the scheme is to enhance the manufacturing competitiveness of MSME’s through the application of Lean Manufacturing (LM) techniques. The general approach involves engagement of Lean Manufacturing Consultant (LMC) to work with selected MSME’s in the chosen CLUSTERS with financial support from the Government. Objectives of Lean Manufacturing Scheme. The objectives of the scheme are to increase the competitiveness of MSME sector through the adoption of LM techniques with the objectives of :Reducing wasteIncreasing ProductivityIntroducing innovative practices for improving overall competitivenessInculcating good management systems, andImbibing a culture of continuous improvement.
Coverage and Eligibility The Scheme is open to all MSME’s. The units are required to form a Mini Cluster (MC) of 10 or so units by signing among themselves a Memorandum of Understanding (MoU) to participate in the scheme. MC’s are required to formalize their association by forming a Special Purpose Vehicle (SPV) like a trust, private limited company or a society.
What is a Cluster? Cluster can be broadly defined as a group of industries who partner together for the purpose of improving their performance through mutual learning and sharing.

Automation of Central Excise and Service Tax (ACES)
Members of the trade and public are hereby informed that the Central Board of Excise & Customs has developed a new software application called Automation of Central Excise and Service Tax (ACES), which aims at improving tax-payer services, transparency, accountability and efficiency in the indirect tax administration. ACES is rolled-out in Goa Commissionerate on 18/12/2009. ACES aims at automating all major processes in Central Excise and Service Tax through a workflow-based application. It will replace the current applications of SERMON, SACER, SAPS, STREMS, used in Central Excise and Service Tax for capturing returns and registration details of the assessees. Using the ACES application, the users will be able to take registration online, electronically file statutory returns, claims, intimations and permissions, refunds and requests for provisional assessment, view and track the status of their documents online. Besides, they will also get business related alerts/messages. In case of any difficulty in accessing or using the ACES Application, assessees can seek help of the ACES Service Desk by sending e-mail to aces.servicedesk@icegate.gov.in or calling up national toll free number 1800 425 4251 on any working day from Monday to Friday between 9 AM and 7 PM. WTO Stakeholders Consultations
Stakeholders consultations on WTO negotiations were organized by UNCTAD India Project, Centre for WTO Studies and FICCI in New Delhi on 8-9 December 2009. The meeting provided a platform for two-way interaction between stakeholders and Department of Commerce on issues related to some aspects of WTO negotiations, particularly Agriculture, industrial tariffs and services. The stakeholders consultations provided an opportunity to the participants to get informed about the outcome of Geneva Ministerial Conference of the WTO. The Meeting was addressed by experts from UNCTAD, Centre for WTO Studies, FICCI and top officials from Department of Commerce and Agriculture, Government of India.The meeting brought together representatives of farmer organizations, civil society, consumer organizations, industry representatives, experts and policy makers. GSIA President Mr. Atul P. Naik was invited to attend the conference alongwith Presidents of other MSME Association in India like KASSIA, TANSIA etc. India is determined to take the Doha Round of talks under the WTO towards successful conclusion. When India signed WTO treaty in 1995, fears were expressed that a drastic reduction of import duty would lead to a flood of imports and kill the domestic industries.
The situation is different today, while rich nations are facing deep recession our economic growth is at a respectable rate of six to seven per cent. It does not mean that WTO treaty is good for us, but it has not been able to wreak much damage due to our fundamental strength.
Prior to WTO treaty, developing countries were imposing import duties of 50-100 % on most of the goods as against 10-20% by developed nations. India agreed to reduce the import duties because they were counter-productive for all except for inefficient producers.
India gradually reduced the import duties to the present average of about 15% whereas the developed nations have reduced to about 4%. As a result, global trade has increased, India could get access to global markets and consumers could get better quality of products –imported as well as domestic. Cheap labor available in India has been a major determinant for our success.
Developed countries are demanding that all the countries make further reductions in import duties/subsidies. India demands that the WTO takes up a project to establish an integrated database on non-tariff measures and WTO adopts international standards in respect of sanitary and technical barriers to trade.

BROAD AGENDA IN WTO FOR INDIA
AGRICULTURE WTO Agreement on Agriculture (AoA) seeks to improve market access and to reduce trade distortion subsidies in agriculture products. The Doha Round of trade negotiations of WTO has been to further liberalize agriculture trade and to further discipline the trade distortion.
Agriculture negotiations are of critical importance to India as two thirds of its population depends on agriculture, a large number of which includes small and marginal farmers.
On Agriculture India is defensive as we are not exporters. India’s objective is to save interests of our farmers. India has been arguing for the introduction of a regime which provides adequate protection to its domestic sensitivities. At the same time, India is seeking greater market access for its products in developed countries by disciplining and caping their trade distorting subsidies.
2. NAMA (Non Agricultural Market Access) Major focus in WTO has been to reduce customs duties on non-agricultural products. In the NAMA negotiations WTO members discuss the terms or modalities for reducing or eliminating customs tariff and non-tariff barriers on trade in industrial products. The negotiations take place on “bound tariffs” which are the bindings taken during the negotiations at the WTO. The “bound tariffs” are the upper limit of the applied customs tariffs.
In the ongoing Doha Round, modalities for reduction of custom duties on industrial goods is a crucial issue. Reduction of custom duties is being negotiated by application of a formula called the “Swiss Formula”.
As regards tariff cuts in NAMA negotiations, India has been defensive. In the NAMA negotiations there are tariffs on which no bindings have been taken and these are known as the “Unbound Tariff Lines”. Based on the commitment taken by India, at the commencement of Doha Round in 2001, India has more than 31% of its NAMA tariff lines as unbound.
3. SERVICES The General Agreement on Trade and Services (GATS) came in existence as a result of the Uruguay Round of negotiations and entered into force on 01-01-1995 with the establishment of WTO. The main purpose of GATS has been to create a credible and reliable system of international trade and services rules. The liberalization of trade and services helps the countries to strengthen their economic development, capitalize on their competitive strength, give wider choice to customers and encourage Foreign Direct Investment (FDI)
GATS provides for four modes of supply of services. Mode-1 Cross border, Mode -2 Consumption Abroad, Mode-3 Commercial Presence, Mode-4 Movement of Natural Persons. India has been a demandeur/aggressive in services. The modes of supply of interest to India are Mode-1 (Cross border supply) and Mode -4 (Movement of Natural Persons). Trade through Business Process Outsourcing (BPO)/Information Technology Enable Services (ITES) is undertaken through electronic modes of delivery i.e. Mode-1. Developed countries particularly the US and EC have not been forthcoming in offering substantial openings to our professionals in Mode-4. Even where these commitments have been offered, they lack in sectoral spread and/or are subject to numerical and other limitations.
In order to take the negotiations forward, a fresh round of offers would need to be tabled at the WTO by member countries once the Doha Round of negotiations gain momentum. A timeline for the submission of the second revised offers in Services would be decided after a breakthrough is achieved in Agriculture and NAMA.
4. AGREEMENT ON SUBSIDIES AND COUNTERVAILING MEASURES Subsidy is an important development tool available with sovereign governments to achieve various goals. At the same time it is recognized that subsidies encourage channeling of economic resources into sectors where the country may lack comparative advantage. It also imparts an artificial competitiveness to subsidized product which can be sold cheaper in the world market than its actual cost of production. This leads to an unfair trade advantage to the domestic producers of the subsidizing country and creates adverse effects in different ways like injuring the domestic industry of importing country or displacing the products of other countries in third country markets.
In view of such adverse effects, certain categories of subsidies are recognized as unfair trade practices. To regulate subsidies and to take anti-subsidy action, there is an elaborate discipline in the WTO called the Agreement on Subsidies and Countervailing Measures(ASCM).
Subsidies and countervailing measures are the two sides of the same coin. A subsidy is a monetary benefit or compensation to a producer or exporter which could be in the form of financial grant, tax exemptions etc,. Countervailing measures are like a penalty imposed on the exporter in the form of a duty at the point of importation to balance the benefit enjoyed by the exporter. Thus, this is an attempt to provide a level playing field for the domestic producer of importing country to meet the paramount objective of the multilateral trade regime i.e. free and fair international trade.
The Doha Ministerial Conference of the WTO had mandated negotiations aimed at clarifying and improving the WTO disciplines on fisheries subsidies, taking into account the importance of this sector for both developed and developing countries as well as the impact of fisheries subsidies on sustainable development.
Proponents of fisheries subsidies disciplines such as New Zealand, Australia, US, Norway and to some extent the EC maintain that a broad prohibition may be appropriate. They advocate for strong fisheries management measures, adequate transparency provisions through strict notification requirements.
Developing countries such as India, Indonesia, China, Piliphines are demanding effective special and differential treatment considering the importance of this sector in the national economy and livelihood issues of fishermen.

Implementaion of Lean Manufacturing Scheme Under NMCP
The Office of the Development Commissioner (Micro, Small & Medium Enterprises), Ministry of Micro, Small & Medium Enterprises, Govt, of India, Nirman Bhawan, 7th Floor, Maulana Azad Road, New Delhi- 110 108. The Office of DC (MSME) is implementing National Manufacturing Competitiveness Programme (NMCP) consisting ten different schemes. One such Scheme titled Lean Manufacturing Scheme' had been approved by Government of India on pilot basis to initially cover 100 mini clusters in the country.
Under the Scheme, it is proposed to deploy competent consultants to carry out Lean Interventions in selected clusters. For the implementation of scheme on pilot basis, National Productivity Council has been entrusted the role of National Monitoring and implementing Unit(NMIU).

Bicholim Industrial Camp held at BIEIA Hall, Bicholim- Goa
On September 10, 2009 Goa State Industries Association and Bicholim Industrial Estate Industries Association successfully organized an Industrial Camp for entrepreneurs at Bicholim Industrial Estate. Officers of DITC, SIDBI, MSMEDI and KVIC disseminated latest information to the participants of the various schemes of Goa Industrial Policy 2003 as well as Credit Linked Capital subsidy of Central Government. Detailed information on various schemes of SIDBI and MSMEDI and the new Credit Rating for SMEs by SMERA were explained. The Prime Ministers Employment Generation Programme (PMEGP) of KVIC evoked keen interest. The camp concluded with an interaction with Mr. Sanjit Rodrigues, the Director, Directorate of Industries, Trade and Commerce, Govt of Goa. More than 60 Micro & Small entrepreneurs participated. Food Processing Trade Mission to U.K.
Goa State Industries Association (GSIA) organized a Trade Delegation to U.K. Food Processing and Packaging Machinery Trade Fair at Birmingham from 28th September 2009 – 06th October 2009. The mission was organized jointly with Processing and Packaging Machinery Association(PPMA), U.K. & UK Trade and Investment (UKTI) with support from British Business Group(BBG),Goa. The purpose of the mission was to promote Goa as a serious commercial option for U.K. Business and investigate the opportunities available to the delegates in the U.K. to purchase machinery and gain technical expertise to enhance the business activities in Goa and to present Goa as destination for Food Processing Industry to U.K.
Food Processing industry is in a very nascent stage in Goa and inspite of the Schemes and incentives announced by the Union Government and inspite of the keen interest taken by the Minister Mr. Subodh Kant Sahai Goa has not been able to give a substantial boost to this sector in Goa.
This Trade Mission by GSIA is intended as an initiative by GSIA to contribute to the growth of Food Processing industries in Goa, to promote Goa as viable destination for foreign investors, to assist the government to assess the opportunities for technical upgradation and investment possibilities in the sector in Goa and to generate employment opportunities in Goa.

Cyber Security Tip ST04-001 Why is Cyber Security a Problem? You've heard the news stories about credit card numbers being stolen and email viruses spreading. Maybe you've even been a victim yourself. One of the best defenses is understanding the risks, what some of the basic terms mean, and what you can do to protect yourself against them. What is cyber security? It seems that everything relies on computers and the Internet now -- communication (email, cellphones), entertainment (digital cable,mp3s), transportation (car engine systems, airplane navigation),shopping (online stores, credit cards), medicine (equipment,medical records), and the list goes on. How much of your daily life relies on computers? How much of your personal information is stored either on your own computer or on someone else's system? Cyber security involves protecting that information by preventing,detecting, and responding to attacks. What are the risks? There are many risks, some more serious than others. Among these dangers are viruses erasing your entire system, someone breaking into your system and altering files, someone using your computer to attack others, or someone stealing your credit card information and making unauthorized purchases. Unfortunately, there's no 100% guarantee that even with the best precautions some of these things won't happen to you, but there are steps you can take to minimize the chances. What can you do? The first step in protecting yourself is to recognize the risks and become familiar with some of the terminology associated with them. Hacker, attacker, or intruder - These terms are applied to the people who seek to exploit weaknesses in software and computer systems for their own gain. Although their intentions are sometimes fairly benign and motivated solely by curiosity, their actions are typically in violation of the intended use of the systems they are exploiting. The results can range from mere mischief (creating a virus with no intentionally negative impact) to malicious activity stealing or altering information). Malicious code - This category includes code such as viruses,worms, and Trojan horses. Although some people use these terms interchangeably, they have unique characteristics. * Viruses - This type of malicious code requires you to actually do something before it infects your computer. This action could be opening an email attachment or going to a particular web page. * Worms - Worms propagate without user intervention. They typically start by exploiting a software vulnerability (a flaw that allows the software's intended security policy to be violated), then once the victim computer has been infected the worm will attempt to find and infect other computers. Similar to viruses, worms can propagate via email, web sites, or network-based software. The automated self-propagation of worms distinguishes them from viruses. * Trojan horses - A Trojan horse program is software that claims to be one thing while in fact doing something different behind the scenes. For example, a program that claims it will speed up your computer may actually be sending confidential information to a remote intruder. The purpose of some networking sites may be purely social, allowing users to establish friendships or romantic relationships, while others may focus on establishing business connections. Although the features of social networking sites differ, they all allow you to provide information about yourself and offer some type of communication mechanism (forums, chat rooms, email, instant messenger) that enables you to connect with other users. On some sites, you can browse for people based on certain criteria, while other sites require that you be "introduced" to new people through a connection you share. Many of the sites have communities or subgroups that may be based on a particular interest. What security implications do these sites present? Social networking sites rely on connections and communication, so they encourage you to provide a certain amount of personal information. When deciding how much information to reveal, people may not exercise the same amount of caution as they would when meeting someone in person because * the internet provides a sense of anonymity * the lack of physical interaction provides a false sense of security * they tailor the information for their friends to read, forgetting that others may see it * they want to offer insights to impress potential friends or associates While the majority of people using these sites do not pose a threat, malicious people may be drawn to them because of the accessibility and amount of personal information that's available. The more information malicious people have about you, the easier it is for them to take advantage of you. Predators may form relationships online and then convince unsuspecting individuals to meet them in person. That could lead to a dangerous situation. The personal information can also be used to conduct a social engineering attack (see Avoiding Social Engineering and Phishing Attacks for more information). Using information that you provide about your location, hobbies, interests, and friends, a malicious person could impersonate a trusted friend or convince you that they have the authority to access other personal or financial data. Additionally, because of the popularity of these sites, attackers may use them to distribute malicious code. Sites that offer applications developed by third parties are particularly susceptible. Attackers may be able to create customized applications that appear to be innocent while infecting your computer without your knowledge. How can you protect yourself? * Limit the amount of personal information you post - Do not post information that would make you vulnerable, such as your address or information about your schedule or routine. If your connections post information about you, make sure the combined information is not more than you would be comfortable with strangers knowing. Also be considerate when posting information, including photos, about your connections. * Remember that the internet is a public resource - Only post information you are comfortable with anyone seeing. This includes information and photos in your profile and in blogs and other forums. Also, once you post information online, you can't retract it. Even if you remove the information from a site, saved or cached versions may still exist on other people's machines (see Guidelines for Publishing Information Online for more information). * Be wary of strangers - The internet makes it easy for people to misrepresent their identities and motives (see Using Instant Messaging and Chat Rooms Safely for more information). Consider limiting the people who are allowed to contact you on these sites. If you interact with people you do not know, be cautious about the amount of information you reveal or agreeing to meet them in person. * Be skeptical - Don't believe everything you read online. People may post false or misleading information about various topics, including their own identities. This is not necessarily done with malicious intent; it could be unintentional, an exaggeration, or a joke. Take appropriate precautions, though, and try to verify the authenticity of any information before taking any action. * Evaluate your settings - Take advantage of a site's privacy settings. The default settings for some sites may allow anyone to see your profile. You can customize your settings to restrict access to only certain people. However, there is a risk that even this private information could be exposed, so don't post anything that you wouldn't want the public to see. Also, be cautious when deciding which applications to enable, and check your settings to see what information the applications will be able to access. * Use strong passwords - Protect your account with passwords that cannot easily be guessed (see Choosing and Protecting Passwords for more information). If your password is compromised, someone else may be able to access your account and pretend to be you. * Check privacy policies - Some sites may share information such as email addresses or user preferences with other companies. This may lead to an increase in spam (see Reducing Spam for more information). Also, try to locate the policy for handling referrals to make sure that you do not unintentionally sign your friends up for spam. Some sites will continue to send email messages to anyone you refer until they join. * Use and maintain anti-virus software - Anti-virus software recognizes most known viruses and protects your computer against them, so you may be able to detect and remove the virus before it can do any damage (see Understanding Anti-Virus Software for more information). Because attackers are continually writing new viruses, it is important to keep your definitions up to date. Children are especially susceptible to the threats that social networking sites present. Although many of these sites have age restrictions, children may misrepresent their ages so that they can join. National Cyber Alert System Technical Cyber Security Alert TA09-088A Conficker Worm Targets Microsoft Windows Systems Original release date: March 29, 2009 Last revised: -- Source: US-CERT Systems Affected * Microsoft Windows Overview US-CERT is aware of public reports indicating a widespread infection of the Conficker worm, which can infect a Microsoft Windows system from a thumb drive, a network share, or directly across a network if the host is not patched with MS08-067. I. Description The presence of a Conficker infection may be detected if a user is unable to surf to the following websites: * http://www.symantec.com/norton/theme.jsp?themeid=conficker_worm&inid=us_ ghp_link_conficker_worm * http://www.mcafee.com If a user is unable to reach either of these websites, a Conficker infection may be indicated (the most current variant of Conficker interferes with queries for these sites, preventing a user from visiting them). If a Conficker infection is suspected, the infected system should be removed from the network. Major anti-virus vendors and Microsoft have released several free tools that can verify the presence of a Conficker infection and remove the worm. Instructions for manually removing a Conficker infection from a system have been published by Microsoft in http://support.microsoft.com/kb/962007. II. Impact A remote, unauthenticated attacker could execute arbitrary code on a vulnerable system. III. The 4 Security Rules Employees Love to Break Feb 04, 2009 By Joan Goodchild Most CSOs and security managers know employees are taking risks everyday that could set their company up for a breach. What some of the biggest offenses? And what can be done to nip that risky behavior in the bud? John Stewart, CSO of Cisco, offers his take on 4 rules people love to break and offers advice on getting them to stop. Allowing "tailgating" and unsupervised roaming According to a recent Cisco survey, more than one in five German employees allow non-employees to roam around offices unsupervised. The study average was 13 percent. And 18 percent have allowed unknown individuals to tailgate behind employees into corporate facilities. The reason, according to Stewart, is that confronting people who may be gaining access illegally is difficult for people. "Globally, tailgating creates an interesting human problem," said Stewart. "You are walking into building and you may have to challenge someone to prove that they have the right to be there. This is uncomfortable for a great number of people. In certain cultures it's insulting and unacceptable."Stewart recommends creating an environment that makes it hard for people to tailgate. Consider signage that even states tailgating is not allowed. "When there are signs posted it makes it easier for a person to ask for identification. They can say: 'The company makes me do this' It diffuses some of the tension." Help your user community say in a very obvious way: I don't want to have to do this but I have to do it, said Stewart. Adding unauthorized wireless access points: At Cisco, the process of dealing with unauthorized wireless access points is known as 'whack-a-mole', according to Stewart. That's because they pop up so frequently Wireless access points can be needed either by employees looking to test things, or when people who don't normally need access suddenly do. "You could end up in a meeting with people from all over and they all need Ethernet. However, one or two computers might not have authentication credentials to get on corporate wireless and then someone has the great idea to create a wireless environment with USB stick. Wireless is just that easy." While most employees are just looking to fill a need, said Stewart, the unauthorized access point is an exposure. "You've got the corporation at risk," he said. "Tailgating and wireless access points are, in many ways, the exact same problem. You are potentially allowing unauthorized or unexpected users on your network." Stewart advises having a clear and consistent policy with consequences. Consistency is key. "If the consequences aren't severe, most people won't take you seriously. Get serious about real rules. I know some companies who will charge the department with the person who put the wireless access point on the network. The bill goes to the manager of the person that did it. You can imagine how that plays out." Sharing corporate or sensitive information with unauthorized people According to Cisco research, one of four employees (24 percent) admitted verbally sharing sensitive information to non-employees, such as friends, family, or even strangers. When asked why, some of the most common answers included, "I needed to bounce an idea off someone", "I needed to vent", and "I did not see anything wrong with it." Stewart thinks companies need to educate workers to treat corporate information like it's a personal secret. "You don't want people know certain things about yourself. If there is something really personal you would rather not have the world know about, that is how company feels, too. You can also equate corporate information with money. Keeping sensitive information secret says 'I'm not going to share my money with you.'" Putting sensitive data in the wrong place: This could mean copying or extracting corporate sensitive information from protected place and putting it on handheld device It could also mean e-mailing information to an outside, non-corporate e-mail account. Whatever the scenario, it means sensitive information could get in the wrong hands, especially if it's on a portable device that gets lost. Cisco research found 22 percent of employees carry corporate data on portable storage devices outside of the office. "If you instinctually know that the work environment you have is causing this, figure out a solution," advised Stewart. "If an employee is engaging in this behavior say to them 'Tell me what you've got to do that's forcing you to do this and let us figure out a way to solve it." ********************* Labels: News

Constitution of HPCC which gives approval for setting up of new large scale industrial units, expansion of the existing units, etc.
Dear Member, Department of Industries, Trade & Commerce has informed vide letter no. No. 15/DITC/HPCC/MISC/07/Vol.1/128 dated 09/01/2009 has informed regarding "Concurrence of Directorate of Industries, Trade and Commerce, Panaji,while granting services to Industrial Enterprises". As you are aware that in order to expedite clearances to Large Enterprises from various statutory authorities the State Government has constituted the High Powered Co-ordination Committee (HPCC) which gives approval for setting up of new large scale industrial units, expansion of the existing units, increase in production capacity/power load etc. Also consequent to the implementation of the Micro, Small & Medium Enterprises Development Act, 2006 which came into force w.e.f .02/10/06 envisages that any person who intends to establish a Micro, Small or Medium Enterprises are required to file applications for acknowledgment of Entrepreneur Memorandum Part-I (E.M. Part I)with the Directorate of Industries Trade and Commerce, Panaji which in turn issues an acknowledgment after allotting an Entrepreneur Memorandum Number. The said E.M. Part –I is valid fro 2 years from the date of issue and during which the concerned applicant unit needs to obtain all the requisite permissions, NOC’s etc. form all the statutory authorities before the unit commences production and subsequently needs to obtain an acknowledgment of Entrepreneur Memorandum Part- II (E.M. Part – II) from Directorate of Industries, Trade and Commerce once gone into commercial production. However, various instances has come to the notice of this Directorate/HPCC/ Government that a number of Industrial Units/ Enterprises set up the their operations by obtaining either a plot from GIDC, power connection from Electricity Department, water connection from PWD, consent to operate/ establish from GSPCB, etc and approaches to Directorate of Industries, Trade and Commerce, Panaji, only for regularization of their units. Also these units are able to increase their production capacity, shifting of location, modification, expansion, diversification etc. by obtaining necessary facilities/Services/NOC’s / Permission etc. from statutory authorities and without prior consent/ approval of this Directorate/HPCC/ Government which is mandatory. This practice itself defeats the basic purpose of constitution of High Powered Co-ordination Committee and an acknowledgment of EM’s which inturn lead to rampant changes by Industrial Enterprises without prior approval of Government wherever required. This also leads to non-availability of requisite statistics of enterprises operation in the State of Goa. Now, therefore, the following measures are hereby suggested:- (1)All the statutory authorities should insist upon E.M.Part – I /NOC of Directorate of Industries, Trade and Commerce, Panaji form all the applicant units who intends to set up new micro, small or medium enterprises/unit or request for any changes in their existing unit in the State of Goa, such as increase in power load, water connection, allotment of plot in the Industrial Estate, consent to establish etc. The Electricity Department may issue only temporary power connection during validity period of E.M. Part – I. Similarly temporary power connection during validity period of E.M. Part- I. Similarly Goa State Pollution Control Board may issue consent to establish only for a initial period of 2 years during validity of E.M. Part – I in case of Micro, Small, and Medium Enterprises. (2) All the statutory authorities shall insist upon HPCC approval/ NOC of Directorate of Industries, Trade and Commerce, Panaji from the applicant unit who intends to set up Large Enterprise or intend to make any changes in the existing units such as increase in production capacity, request for additional plot, power load, water connection, consent to establish, request for loan/ subsidy etc. Any consent given without adhering to the above instructions would be considered as illegal and would be at the risk of the issuing authority. ----------------------------------------- Labels: News
New Credit Card Scam
Credit Card Scam This one is pretty slick since they provide YOU with all the information, except the one piece they want. Note, the callers do not ask for your card number; they already have it.. This information is worth reading. By understanding how the VISA & Master Card Telephone Credit Card Scam works, you'll be better prepared to protect yourself. One of our employees was called on Wednesday from 'VISA', and I was called on Thursday from 'Master Card'. The scam works like this : Caller : 'This is (name), and I'm calling from the Security and Fraud Department at VISA. My Badge number is 12460. Your card has been flagged for an unusual purchase pattern, and I'm calling to verify. This would be on your VISA card which was issued by (name of bank). Did you purchase an Anti-Telemarketing Device for $497.99 from a Marketing company based in Arizona ?' When you say 'No', the caller continues with, 'Then we will be issuing a credit to your account. This is a company we have been watching and the charges range from $297 to $497, just under the $500 purchase pattern that flags most cards. Before your next statement, the credit will be sent to (gives you your address), is that correct?' You say 'yes'. The caller continues - 'I will be starting a Fraud investigation. If you have any questions, you should call the 1- 800 number listed on the back of your card (1-800 -VISA) and ask for Security.' You will need to refer to this Control Number. The caller then gives you a 6 digit number. 'Do you need me to read it again?' Here's the IMPORTANT part on how the scam works.The caller then says, 'I need to verify you are in possession of your card'. He'll ask you to 'turn your card over and look for some numbers'. There are 7 numbers; the first 4 are part of your card number, the next 3 are the security Numbers that verify you are the possessor of the card. These are the numbers you sometimes use to make Internet purchases to prove you have the card. The caller will ask you to read the 3 numbers to him. After you tell the caller the 3 numbers, he'll say, 'That is correct, I just needed to verify that the card has not been lost or stolen, and that you still have your card. Do you have any other questions?' After you say No, the caller then thanks you and states, 'Don't hesitate to call back if you do, and hangs up. You actually say very little, and they never ask for or tell you the Card number. But after we were called o n Wednesday, we called back within 20 minutes to ask a question. Are we glad we did! The REAL VISA Security Department told us it was a scam and in the last 15 minutes a new purchase of $497.99 was charged to our card. Long story - short - we made a real fraud report and closed the VISA account. VISA is reissuing us a new number. What the scammers want is the 3-digit PIN number on the back of the card Don't give it to them. Instead, tell them you'll call VISA or Master card directly for verification of their conversation. The real VISA told us that they will never ask for anything on the card as they already know the information since they issued the card! If you give the scammers your 3 Digit PIN Number, you think you're receiving a credit. However, by the time you get your statement you'll see charges for purchases you didn't make, and by then it's almost too late and/or more difficult to actually file a fraud report. What makes this more remarkable is that on Thursday, I got a call from a 'Jason Richardson of Master Card' with a word-for-word repeat of the VISA scam. This time I didn't let him finish. I hung up! We filed a police report, as instructed by VISA. The police said they are taking several of these reports daily! They also urged us to tell everybody we know that this scam is happening in all states. National Cyber Alert System Technical Cyber Security Alert TA09-020A Microsoft Windows Does Not Disable AutoRun Properly Original release date: January 20, 2009 Last revised: -- Source: US-CERT Systems Affected * Microsoft Windows Overview Disabling AutoRun on Microsoft Windows systems can help prevent the spread of malicious code. However, Microsoft's guidelines for disabling AutoRun are not fully effective, which could be considered a vulnerability. I. Description Microsoft Windows includes an AutoRun feature, which can automatically run code when removable devices are connected to the computer. AutoRun (and the closely related AutoPlay) can unexpectedly cause arbitrary code execution in the following situations: * A removable device is connected to a computer. This includes, but is not limited to, inserting a CD or DVD, connecting a USB or Firewire device, or mapping a network drive. This connection can result in code execution without any additional user interaction. * A user clicks the drive icon for a removable device in Windows Explorer. Rather than exploring the drive's contents, this action can cause code execution. * The user selects an option from the AutoPlay dialog that is displayed when a removable device is connected. Malicious software, such as W32.Downadup, is using AutoRun to spread. Disabling AutoRun, as specified in the CERT/CC Vulnerability Analysis blog, is an effective way of helping to prevent the spread of malicious code. The Autorun and NoDriveTypeAutorun registry values are both ineffective for fully disabling AutoRun capabilities on Microsoft Windows systems. Setting the Autorun registry value to 0 will not prevent newly connected devices from automatically running code specified in the Autorun.inf file. It will, however, disable Media Change Notification (MCN) messages, which may prevent Windows from detecting when a CD or DVD is changed. According to Microsoft, setting the NoDriveTypeAutorun registry value to 0xFF "disables Autoplay on all types of drives." Even with this value set, Windows may execute arbitrary code when the user clicks the icon for the device in Windows Explorer. II. Impact By placing an Autorun.inf file on a device, an attacker may be able to automatically execute arbitrary code when the device is connected to a Windows system. Code execution may also take place when the user attempts to browse to the software location with Windows Explorer. III. Solution Disable AutoRun in Microsoft Windows To effectively disable AutoRun in Microsoft Windows, import the following registry value: REGEDIT4 [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\IniFileMapping\Autorun.inf] @="@SYS:DoesNotExist" To import this value, perform the following steps: * Copy the text * Paste the text into Windows Notepad * Save the file as autorun.reg * Navigate to the file location * Double-click the file to import it into the Windows registry Microsoft Windows can also cache the AutoRun information from mounted devices in the MountPoints2 registry key. We recommend restarting Windows after making the registry change so that any cached mount points are reinitialized in a way that ignores the Autorun.inf file. Alternatively, the following registry key may be deleted: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Mou ntPoints2 Once these changes have been made, all of the AutoRun code execution scenarios described above will be mitigated because Windows will no longer parse Autorun.inf files to determine which actions to take. Cyber Security Tip ST07-001 Shopping Safely Online Online shopping has become a popular way to purchase items without yhe hassles of traffic and crowds. However, the Internet has unique risks,so it is important to take steps to protect yourself when shopping online. Why do online shoppers have to take special precautions? The Internet offers a convenience that is not available from any other shopping outlet. From the comfort of your home, you can search for items from countless vendors, compare prices with a few simple mouse clicks, and make purchases without waiting in line. However, the Internet is also convenient for attackers, giving them multiple ways to access the personal and financial information of unsuspecting shoppers. Attackers who are able to obtain this information may use it for their own financial gain, either by making purchases themselves or by selling the information to someone else. How do attackers target online shoppers? There are three common ways that attackers can take advantage of online shoppers: * Targeting vulnerable computers - If you do not take steps to protect your computer from viruses or other malicious code, an attacker may be able to gain access to your computer and all of the information on it. It is also important for vendors to protect their computers to prevent attackers from accessing customer databases. * Creating fraudulent sites and email messages - Unlike traditional shopping, where you know that a store is actually the store it claims to be, attackers can create malicious web sites that mimic legitimate ones or create email messages that appear to have been sent from a legitimate source. Charities may also be misrepresented in this way, especially after natural disasters or during holiday seasons. Attackers create these malicious sites and email messages to try to convince you to supply personal and financial information. * Intercepting insecure transactions - If a vendor does not use encryption, an attacker may be able to intercept your information as it is being transmitted. How can you protect yourself? * Use and maintain anti-virus software, a firewall, and anti-spyware software - Protect yourself against viruses and Trojan horses that may steal or modify the data on your own computer and leave you vulnerable by using anti-virus software and a firewall (see understanding Anti-Virus Software and Understanding Firewalls formore information). Make sure to keep your virus definitions up to date. Spyware or adware hidden in software programs may also give attackers access to your data, so use a legitimate anti-spyware program to scan your computer and remove any of these files (see Recognizing and Avoiding Spyware for more information). * Keep software, particularly your web browser, up to date -Install software patches so that attackers cannot take advantage of known problems or vulnerabilities (see Understanding Patches for more information). Many operating systems offer automatic updates. If this option is available, you should enable it. * Evaluate your software's settings - The default settings of most software enable all available functionality. However, attackers may be able to take advantage of this functionality to access your computer (see Evaluating Your Web Browser's Security Settings for more information). It is especially important to check the settings for software that connects to the Internet (browsers,email clients, etc.). Apply the highest level of security available that still gives you the functionality you need. * Do business with reputable vendors - Before providing any personal or financial information, make sure that you are interacting with a reputable, established vendor. Some attackers may try to trick you by creating malicious web sites that appear to be legitimate,so you should verify the legitimacy before supplying any information (see Avoiding Social Engineering and Phishing Attacks and Understanding Web Site Certificates for more information). Locate and note phone numbers and physical addresses of vendors in case there is a problem with your transaction or your bill. * Take advantage of security features - Passwords and other security features add layers of protection if used appropriately (see Choosing and Protecting Passwords and Supplementing Passwords for more information). * Be wary of emails requesting information - Attackers may attempt to gather information by sending emails requesting that you confirm purchase or account information (see Avoiding Social Engineering and Phishing Attacks for more information). Legitimate businesses will not solicit this type of information through email. * Check privacy policies - Before providing personal or financial information, check the web site's privacy policy. Make sure you understand how your information will be stored and used (see Protecting Your Privacy for more information). * Make sure your information is being encrypted - Many sites use SSL, or secure sockets layer, to encrypt information. Indications that your information will be encrypted include a URL that begins with "https:" instead of "http:" and a lock icon in the bottom right corner of the window. * Use a credit card - Unlike debit cards, credit cards may have a limit on the monetary amount you will be responsible for paying if your information is stolen and used by someone else. You can further minimize damage by using a single credit card with a low credit line for all of your online purchases. * Check your statements - Keep a record of your purchases and copies of confirmation pages, and compare them to your bank statements.
